[BLD] minuscule comments on RIF-BLD Oct30

a couple additional comments of tiny importance, close to recent changes:

- Section 2.1, 3rd par.: "the RIF does not..." -> "RIF does not..."

- 2.1.1.4, 1st par. "The RIF-BLD presents..." -> "RIF-BLD presents..."

- sect. 3.1.1.1, 1st par. (that one is not close to a modif and it is 
not really of tiny importance, but it is a very small change to 
implement that would remove an inconsistency in the text). "are 
implicitly or explicitly quantified..." -> "are explicitly quantified..."
