A clarification - Widescale Adoption is a Goal and not a Critical Success 
Factor (CSF) in the current wiki page for Goals, Critical Success Factors, 
and Requirements [1].  Support Production Rules is just one of many 
Requirements supporting the Coverage CSF which in turn supports the 
Widescale adoption Goal.
