[ALL] Important: Requirements for RIF - path forward to second UCR WD

RIF WG,

We now have a solid proposal from Frank and Paula regarding 
Goals/CSF/Requirements (GCR) for RIF [1].  To evaluate this proposal, we 
need to fit in the requirements we have already identified, and any new 
ones.  Recall we have three previous requirements lists: Christian's 
"design constraints" page [2], Paula's merged requirements collected 
from the use cases [3], and the results of the requirements 
brainstorming session at f2f2 [4].

When working on "Design constraints", we adopted a process that we would 
like to keep: each requirement will have supporters (champions), ONE of 
whom will act as an "editor" for that requirement, agreeing to maintain 
the wiki page for it.   A lot of requirements in [3] and [4] did not 
make it into [2], presumably because they didn't have editors.  In 
addition, there are some new requirements in [1] that sort of make sense 
but do not appear in [2-4].

The next step will be to bring specific requirements into [1] that have 
a wiki page and an editor.

We would like to FREEZE [1-4] + any requirements wiki pages by the end 
of next week (June 2), so that they will be in a form we can review at 
the f2f. During the f2f meeting, we plan to spend a full day going 
through the requirements in plenary, as we did with the use cases.  We 
will be criticizing, modifying, and selecting them, possibly adding some 
w/ editors, etc., in order to have a plan for releasing the next UCR WD.

Since the participation level is a bit low, and we cannot be confident 
about telecommunications for remote participants, we are working on a 
proposal for absentees, which we can discuss in the next telecon.

The bottom line here for EVERYONE is to familiarize yourself with the 
requirements that have been proposed, and try to identify which are 
missing.  Requirements with no editors will not make it into the next draft.
