[UCR] New use case illustrating XML data

In partial fulfillment of ACTION: GaryHallmark to draft XML use case based on one submitted by reviewer and own use cases

I drafted one of my own that uses rules with web services.

I did contact the reviewer and he is "going to poll the XBRL folks and see what they think would make a most illustrative use case for you"
