Indeed, this was intentional as per
https://github.com/rdfjs/representation-task-force/pull/1

We have not yet decided about this yet,
but seem to think more towards "named node"
(as an IRI is just a plain string).
It was said the specs actually take a shortcut
by using "IRI" to refer to nodes that have an IRI.
