General LC review comment/question: scope of the general initial context /2011/rdfa-context/rdfa-1.1

We have gone so many time through this, that I am a bit lost... Question: what is the scope of the general initial context /2011/rdfa-context/rdfa-1.1

At the moment:

- the RDFa Core 1.1 document lists the initial context for the XML+RDFa profile
- the XHTML+RDFa explicitly refers to the same document as its inital context

Ie, the documented policy is that each language profile has to make it explicit whether they use the generic rdfa-context or not. This of course works (Manu, I have not checked, but does HTML5+RDFa do it right now? It obviously should). But another possibility is to say that _all_ language profiles have to use the central initial context and language profiles may add their own additional ones.

I am more in favour of the latter (though that requires some editorial change), but I will not lie down the road if this is not the case. But we have to be sure that we all have the same idea about things...
