I've just been notified that non-W3C account holders can't see this
document - sorry about that. Here is the language of step 5 in section 9:

"""
5. For an extracted triple that has a predicate of rdfa:vocabulary,
update the default vocabulary to be the object literal of the
rdfa:vocabulary predicate.
"""
