(This remark was triggered by a similar situation with JSON-LD) At the moment, Turtle refers (normatively) to RDF-CONCEPTS (2004 version); I believe the document should be updated referring to RDF11 CONCEPTS. That also means that Turtle must be put on hold until CONCEPTS go to at least CR before moving to PR, but this may not be such a huge issue.
