I think that's the only logical direction once we assume there's an
implicit @about="". Otherwise, it would be a weird in-between case.

As Ivan said, this is a pre-processing step specific to XHTML1.1 that
adds @about="" when there isn't already an @about on the HEAD.

So yes, I'm happy with all the consequences :)
