@href and @resource

Hi all,

I have an outstanding issue to summarize the situation with @href and
@resource. As it turns out, I had written this up previously:

and this is exactly what we agreed upon in the telecon:

To summarize: @href and @resource can appear on any element. @resource
overrides @href. @resource is recommended for non-dereferenceable
resources, e.g. a URN.
