Requirements for CURIEs

Hi folks,
Following the Edinburgh meeting, I'd like us to do a detailed 
comparison of the RDF-in-XHTML TF's, and the IPTC's, requirements 
for CURIEs.  This will help us move forward with the TAG.  I'd like 
some discussion on the list and an agenda item for this at the next 
TF call.
Here's a quick summary of the IPTC's requirements (as I see them):
-  the prefix must be allowed to be numeric
-  the suffix must be allowed to be numeric
-  the set of legal solutions to prefix-IRI mapping must include at 
   least one which is remote
-  each language must specify:
   -  how the prefix maps to an IRI
   -  the syntactic constraints (if any) on the prefix and suffix
   -  how the prefix and suffix are combined to form an IRI
   -  whether the prefix and suffix form a tuple or whether they are 
      just a compact representation for an IRI
   -  whether the IRI mapped to the prefix is required to be 
   -  whether the IRI built using both the prefix and the suffix is 
      required to be dereferenceable
   -  whether any fragids in these IRIs are required to be legal XML
