I think with these two factors taken together--that <span> defaults to a
plain literal and <meta> is only an rdf:XMLLiteral if it has child
elements--then I don't think we need the extra attribute that you are
tentatively proposing.

..on the latter, I'm not sure, since it will encourage the idea that
there are properties who sometimes use plain literals, and sometimes 
use xml literals. My recollection of the formalities was that this 
isn't a great idea (especially in OWL). Although there does remain
that intriguing sentence we both quoted. The former, having span 
default to plain literals, sounds a good step forward.
