ACTION: AndyS or LeeF to mark non-SELECT tests using :QueryForm classes, and to move those URIs to the qt: namespace

I've done this.

All of the evaluation tests that are ASK or CONSTRUCT use the 
qt:queryForm predicate with either the qt:QueryConstruct or qt:QueryAsk 
object.
