approved filter tests

>From Tuesday's telecon:

ACTION: LeeF to throw said 3 approved tests into the approved bucket 
[recorded in http://www.w3.org/2006/10/24-dawg-irc]

I've checked in tests/data/filter/manifest.n3 with the approved tests 
marked as approved. I don't know how to generate the test materials (is it 
as simple as `make index.html` ? do i need a particular environment ?), so 
I'd appreciate it if someone who does know how could update those files.
