Thats not quite correct. I didnt want test that had no input data, and so
couldn't be run.

I realise now that there are cases where this could be valid, such as

	PREFIX : <http://example.com/>
	CONSTRUCT (:foo :bar :baz)

or

	SELECT 23

and I'l change the code accordingly.
