DAWG requirements and Charter

The DAWG charter
(cf. http://www.w3.org/2003/12/swa/dawg-charter )
contains some possible positive requirements (eg "scope"
section) and negative requirements ("out of scope" section)
that does not seem to be present in the current
requirements document  (http://www.w3.org/TR/2004/WD-rdf-dawg-uc-20040602 ).
Although theoretically redundant from the W3C's
process point of view, it might be helpful
to integrate them into the DAWG requirement document,
so to have all the requirements at-a-glance.
