1) apologies that I wish to modify my comment after the deadline

2) I wish to modify my comment concerning graph naming to also be a comment on section 10 of RDF Semantics

Rationale: I do not believe the WG can address my comment without, minimally, consequential editorial changes to this section.
In practice a normative change to this section may be easier.
