(IBM-FO-033): Sections 10.2.4 (fn:get-namespace-uri-for-prefix) and
10.2.5 (fn:get-in-scope-prefixes): Both of these functions have
signatures containing types that are not valid SequenceTypes ("element"
should be element()".)
