you argued that the description of substring matching should discuss ignorable 
collation units.  The WGs agreed that this was, indeed, a lacuna in the spec.
Jim Melton made a proposal to add appropriate wording that was accepted by the WGs 
at the Cambridge meeting.  This wording will appear in the next version of the F&O.
Please look at it carefilly and let us know if it satisfies your concerns.
