When the conformance section is written, implementations should be
able to claim conformance to the Infoset and PSVI mappings specified
in the data model. Obviously, implementations still need to be able to
create instances of the Data Model however they wish - implementations
that do not use the Infoset or PSVI mappings would be conformant with
XQuery, XPath, and XSLT, but would not conform to these two normative
Data Model mappings. Implementations that do conform to these mappings
would have a higher degree of interoperability.
