IBM-DM-021: Preserving namespace prefixes

Data Model Section 6.4.2 (Namespace Nodes--Accessors): The dm:node-name 
accessor depends on whether the implementation "preserves information 
about prefixes declared." Is this an optional feature? Should it be on our 
list of optional features? If prefixes are not "preserved", then what 
purpose is served by namespace nodes?
