IBM-DM-018: Extraction of timezone from PSVI

Data Model Section 6.3.4 (Attribute Nodes--Construction from a PSVI): 
Earlier sections have stated that for date/time values, an explicit 
timezone must be captured. This mapping section does not describe any way 
in which the explicit timezone of a date/time value is extracted from the 
PSVI.
