ORA-FO-176-B: no statement about truncation or rounding

The joint WGs discussed your comment on 8/26/2004 and agreed to add wording saying that for operations on decimals,
if the number of digits exceeds the number supported by the implementation, the result can be truncated or 
rounded in an implementation-defined manner.
