RE: ORA-FO-UNORDERED 15.1.15 fn:unordered

The WGs discussed this on 9/16/2003 and decided not to make the change
recommended because a function provides finer-grained control than a
directive.

Functions and Operators, Section 15.1.15 fn:unordered 

We would prefer to see "unordered" as a directive to the XQuery engine
(e.g. in the query prolog) rather than a function.
