Thank you for your comment.  The WGs discussed this on 9/16/2003 and
agreed to clarify the wording. 

$inserts itself, and not a copy, is inserted at the given position.

Is the returned sequence a "shallow copy" or a "deep copy" of $target
(with the appropriate inserts) ?
