You're unlucky: fpis.cfg has been removed from HEAD, so you committed 
and tagged a file in the Attic, which is why, I suppose, cvs update 
interpreted the cvs update as "I have to remove this file". I guess cvs 
is just not clever enough to understand that a file might be in a 
branch but not in another(?).
