[check] localizing error messages and explanations

I am tempted to move the file "verbosemsg.cfg" from the htdocs/config/ 
directory to share/templates/en_US/

Rationale:
- The addition of the templates will probably lead to localization of 
the error messages and explanations, too, so putting this file along 
with other localized content makes sense.
- The current configuration mechanism ensures that if all the config 
files are in the same directory as validator.conf, they will all be 
loaded through Config::General's Include without having to specify 
their path in the general configuration... But that does not work with 
verbosemsg, which is not "per se" a configuration file, more like... a 
results template.

Can you see any good reason against that change?
