It is not optional, just implicit/unknown.

The main purpose was to associate known generation time with an entity
when the activity is unknown.

ASN does not have the equivalent of BNODEs (as we would implement this
in PROV-O), and thus activity was made optional. Luc will know the
details, there was some email about it.
