Hmm...that should be better expressed as:

> A Policy MAY include an obligation to fulfill a Duty. If the Duty has been fulfilled (that is, all its Constraints are satisfied), then the obligation rule is in effect. That is, the obligation has been met.

I think the example:

> if Alice's obligation to pay 5 € to Bob for downloading his song only becomes effective once she's paid him those 5 €, she could just download it for free, because the obligation wasn't effective

That is a permission with a duty (not an obligation).
