Informative 'must' still in ARIA

I suggest replacing the sentence
"Authors must associate elements in the document to an ARIA role and  
the appropriate states and properties (aria-* attributes) during its  
life-cycle."
with
"Authors may use the ARIA role attribute and the appropriate states  
and properties (aria-* attributes) to communicate to assistive  
technology."
