new annotation syntax in Manchester syntax

Assuming that the changes to the functional syntax to support the change
to annotation syntax are:
  AnnotationValue ::= Literal | URI | AnonymousIndividual
  EntityAnnotation := 'EntityAnnotation' '(' axiomAnnotations URI 
     targetAnnotations ')'
I changed the Manchester syntax document accordingly.
