Re: new snapshots

Running the PubRules checker results in some errors, including
- wrong style sheet
- no status and date
- wrong version ordering
- bad syntax for URIs
- no SOTD
- bad namespace

I'm not sure which of these will be fixed in due course and which
require editors' intervention.
