[UFDTF] update of UFDTF wiki space and creation of Reqs doc work area

Folks interested in the User Facing document work:

I have somewhat updated the User Facing Document Task Force page [1] .  The
"Document details" section now contains a bulleted list of user oriented 
work
products that are either under development or recently proposed.  This 
includes
a link to a new Requirements resource page [2] for gathering materials 
for a
Requirements document.
