As Boris already pointed out [1], it wouldn't make much sense to provide an axiomatic semantics for OWL DL, so we are only really talking about OWL Full. Given the close relationship between OWL (in particular OWL Full) and RDF, it is not at all surprising that the WebOnt WG chose to define the semantics of OWL Full as an extension of the RDF semantics.
