Proposal to close Issue 80 - Defining an RDFS compatible semantics

The issue: The member submission docs do not include a start on an  
OWL Full semantics.

We now have much of the OWL Full semantics docs in place thanks to  
Michael. Thus we have a start and I propose we close the issue, so  
noted. It's not clear that we need this issue, given the charter, in  
any case.
