I believe we are obliged under W3C process to make such notifications; 
however many/most groups fail this obligation until the last call 
publication.

My own preference would be that after our FPWD, we notify anyone with a 
resolved issue that the FPWD is believed to address their issue.
(That could be a single mail-shot).
