This is a knowledge representation issue that is located at the level of 
the RDF knowledge representation framework (RDF Model + RDF Schema), 
i.e., you could utilise the "unstable" RDF Reification Vocabulary [1] 
with its badly defined semantic [2].
Besides you could vote statement identifiers in the RDF WG (see, e.g., 
[3]) ;)
