Representation of annotations in the XML syntax

The current syntax for annotations is something along the lines of

<Annotation annotationURI="label" datatypeURI="String">
	My label
</Annotation>

Since an annotation can also point to an individual (not in the  
current spec, but it is in the bug list), please could we change the  
above to

<Annotation annotationURI="label">
	<Constant datatypeURI="String">
		My label	
	</Constant>
</Annotation>

and then for individuals we have

<Annotation annotationURI="seeAlso">
	<Individual name="myIndividual"/>
</Annotation>

It also looks like an attribute for a lang tag is missing from the  
"Constant" element.
