Transition of QUIC specifications back to ORTC (and probably, WICG) CGs

As most of you already know, the WEBRTC WG had a call for adoption of the WebRTC-QUIC specifications, which were originally developed within the ORTC CG. A summary of the call for adoption is available here:

Since the decision of the WEBRTC WG not to involve itself in the standardization of QUIC APIs, there has been ongoing discussion within W3C about where work would be handled.  Currently, the plan is to continue work on the WebRTC-QUIC P2P APIs within the ORTC CG, while work on the Client/Server APIs is being considered within the WICG.


Now that work on WebRTC-QUIC is no longer going on in the WEBRTC WG, it is necessary to get the work re-integrated within the ORTC CG.  This includes

hooking up the repo to the ORTC CG mailing list so that ORTC CG participants can be aware of Issues and PRs.
