[ortc] RTCIceCandidate.tcpType for UDP candidates

Which `RTCIceTcpCandidateType` should a `RTCIceCandidate` with `udp` 
protocol have?

Should the field be optional? Should it be empty string or `null` for 
UDP candidates? The spec should describe that.
