Yes….we are allowed to use the http://w3.org/ns/odrl namespace in our specs.
(this is part of the Community Group features)

We can add resolvable data at the end of these URLs.

Once the XML Spec is final, we can also put the XML Schema at http://w3.org/ns/odrl/2
