ODRL Version 2.0 XML Encoding - Update

The ODRL Version 2.0 XML Encoding Draft Specification [1] has been updated.

The Common Vocab namespace has been removed from Section 2.

Section 4.1 has been added to describe the id/idref linking between elements.

All the XML examples have been updated with the new Common Vocab namespace.

Changes to the XML Schema (Appendix A):
 - all the elements are global (and their datatypes)
 - removed the inheritance as it was not adding any value
 - added the xs:any element to Policy, Permission, Prohibition and Duty.
 - added the id/idref attributes to all elements
 - added xs:anyAttribute to all elements
