Action Item on guidelines

Some comments regarding the Guidelines:

1) When creating different versions of a test because of device limitations,
I think
it is important to stress that these are in indeed different tests.

2) Some tests will have to be optional as not all devices can run them.

3) Perhaps external dependencies, which are needed also need to be
documented.
