Draft interface for test case submission

Hi,

As part of the action item I took last week, I have started to draft the
Web interface I was imagining we could provide to help people submit
test cases for our community-based test suite. The draft is at:
http://www.w3.org/2005/MWI/Tests/Open/submit

(please note that it is not functional at this point - i.e. it won't do
anything useful if you submit the form)

Let's discuss it tomorrow during our call.
