RE: Changes related to issue-115 (xhtml and ITS)

Hi Felix, all,

Would it make sense to change the text for XHTML to just point to the full HTML guidelines? Instead of just pointing one section, adding a SHOULD NOT (that is just a preference in the HTML section) and not mentioning stand-off, etc.?

So the current text:

XHTML documents aimed at public consumption by Web browsers SHOULD use syntax for local attributes described in Section 6.1: Mapping of Local Data Categories to HTML and SHOULD NOT use inline global rules in order to adhere to DOM Consistency HTML Design Principle.
]

would become something like:

[
XHTML documents aimed at public consumption by Web browsers SHOULD use the syntax described in "Section 6: Using ITS Markup in HTML" in order to adhere to DOM Consistency HTML Design Principle.
]

and possibly re-word the last note of section 6.2:

[
It is preferred to use external global rules linked using link element.
]

into:
 
[
It is preferred to use external global rules linked using the link element than to have global rules embedded in the document.
]
