Another General Technique for 2.5.3 Label in name?

Following on from our telco:

Thinking again, I think Andrew is right that we need another similar
General Technique that shows that you can pass the SC 2.5.3 "Label in
Name" even if you don't put the visible label string at the beginning of
the Accname. This can still include a strong recommendation to do so,
and a pointer to the more specific Technique:

https://rawgit.com/w3c/wcag/tech-visible-labels-match-names/techniques/general/visible-labels-match-names.html

...which I have just renamed and slightly revised.

The well-known disclaimer after the test (which I have now included) says:

"If this is a sufficient technique for a success criterion, failing this
test procedure does not necessarily mean that the success criterion has
not been satisfied in some other way, only that this technique has not
been successfully implemented and can not be used to claim conformance."

This implies that there may be other ways of meeting the SC, so I guess
we should provide one (several) Techniques for that? It would not be
strictly necessary as there can be undocumented Techniques that meet
SCs, but I wonder if it is not better to provide one.
