I am the original reporter of that issue on the Mozilla bugbase. While I agree the situation for developers is difficult, as mentioned on the list, I also think the spec shouldn't specify any particular behavior and it can be left to the browser implementor. After talking to @martinthomson, he believes there might be a way to improve the situation with a spec extension.
