What's the reasoning behind the spec not specifying any particular behavior? I think before device enumeration and selection was possible by the page, that design choice makes sense to me. But it makes less sense given the changes to the spec w/r/t device enumeration and selection, because it sets those two goals on a pretty clear collision course.
