Ravinder, probably you do not mean that (literally understanding "everything" on the web), because too much content on the web is mere garbage. All the meaning that we find is in the receiver.

To be serious: meaning interpretation in humans involves several cycles at a number of levels coupled in a funky way. Right now current SW technologies handle only one cycle at one level of it. 
Yet everyone keep using the words that are normally used to denote full-scale human thinking. 
It is confusing and may cause problems in the future. 
You suggested to come together to think these things over, and it is high time to do so.
It is a good idea.
