JSON-LD Spec split

Hi all,

I'm going to go ahead and do the spec split that was proposed a number
of weeks ago. Things seem to have settled down now, we have a pretty
stable issue list, so I feel a bit better about what can be moved to
where at this point in time.

I'll do the split in another branch in git and let everyone take a look
before we move everything over. At this point in time, there will
probably be 3 specifications that are created as a part of the split:

The JSON-LD Syntax
The JSON-LD API
RDF Graph Normalization

We've discussed the first two in depth in this group. The last one is
something that a few of you have asked for as well as a number of RDF
folks outside of this group.

When I do the split, I'll attempt to keep all historic IRIs associated
with the JSON-LD site working in order to ensure that any links followed
from our mailing list archives continue to work.
